In recent years, the creation of innovative nuclear technologies such as next-generation nuclear reactors and advanced nuclear fuel cycle has become essential for the realization of GX (Green Transformation). Therefore, basic and fundamental research and human resource development using nuclear fuel materials have been strongly expected to be promoted worldwide. However, despite such expectations, since many universities with nuclear fuel-related facilities have been in place for more than 50 years, the declines in not only research and human resource development functions but also nuclear safety management systems are progressing rapidly due to deterioration of facilities and instruments and the retirement of staffs. This is a situation where the risks of threats to university’s nuclear material governance and nuclear security have been actualized. Accordingly, the resolution of these nuclear-related issues has become an urgent task. In order to avoid the risks associated with nuclear safety management and to strengthen the management and research education infrastructure, it is essential to develop experts who contribute to nuclear safety management and to establish   an environment that can promote systematic human resource development program.

This project aims to construct Nuclear Safety Management Platform (NuSAM) which enables rational and sustainable nuclear safety management by coupling the three contents of (1) nuclear facility environmental improvement, (2) construction of university-wide safety management system, and (3) talent cultivation for nuclear safety management. This project will lead to the establishment of an innovative nuclear management and educational system differing from conventional nuclear management concepts, resulting in an expansion of stakeholders in nuclear materials and an understanding of nuclear materials. We prepare various types of nuclear educational textbooks and hands-on practical training programs which can be shared widely for passing on the skills of specialists in nuclear safety management, and expect to be served as a model case for the future.
